A change in execution technology of embankments, which would give the contractor of the built motorway approximately 30 mln PLN economy, with a simultaneous decrease in the quality of the built motorway A1 and possibilities of fast cracking of the surface – this is the proposal of the company building the motorway A1, for which GDDKiA has not agreed.
The changes proposed by the contractor – apart from the company’s economy and the decrease in the road’s quality– also mean a threat of losing EU financing, breaking the competitiveness principles, legal provisions for public procurement and the contract provisions.
On 13 June 2011 General Directorate for National Roads and Motorways decided about the withdrawal from the contract with the Chinese consortium, which was being building sections A and C of motorway A2.
Proposals submitted on Thursday, 09 June, by COVEC and its partners - aimed at increasing the value of the contract and the attempt to justify it in a change of a material scope- are inconsistent with the law, the provisions of the contract and unfounded.
Most advantageous bid for the construction of Hrubieszów ring road in the immediate vicinity of national road no. 74 has been submitted by consortium of three companies: HAK Construction from Katowice (leader), Dromet from Częstochowa i Cardo Mosty from Katowice (partners). The construction of route with a length of 9.3 km was estimated at nearly PLN 147.5 million.
On 9th June a contract was signed for the construction of another section of the expressway S17 Kurów - Lublin - Piaski. Moments later, punching a symbolic spade works have already started on the entire section of the expressway important for the region of Lubelszczyzna. We remind that the construction works are already in progress on two sections, with a total length of over 36 km. Within a month, the contractor enters the third section with a length of 7.7 km, and on the last two works will commence in October and November.
On Thursday afternoon Consortium of companies: China Overseas Engineering Group Co. Ltd., Shanghai Construction (Group) General Co., China Railway Tunnel Group Co. Ltd., DECOMA Sp. z o.o presented to General Directorate for National Roads and Motorways new important elements related to the scope of works and financial conditions for the construction of A2 motorway.

Ltd., DECOMA Sp. z o.o.– Partners, General Directorate for National Roads and Motorways complied with all due diligence in verifying the reliability of the Contractor for compliance with the Employer’s requirements of and the Public Procurement Law.
In view of the Press Release issued on Tuesday, by the SCC after an inspection of Polish preparations for Euro 2012, in which there is a statement "that the greatest failure occur in the modernisation of road infrastructure," we present Post-audit statement of Supreme Chamber of Control in the same case, in which activities of General Directorate for National Roads and Motorways within the scope of the preparations for Euro 2012, were assessed positively. The audit covered 72 sections with a total length of 1 338 km.
The General Directorate for National Roads and Motorways Division in Lublin has announced a tender for the Rest and Service Areas along the express road S17. The subject-matter of the tender is the choice of one or two entities, in which one entity can lease one or two Facilities located along the express road S 17 on the section Kurów – Lublin – Piaski. On the Facilities’ territory activity related to the traffic management will be conducted in the form of Rest and Service Areas (RSAs).
In relation to the final notice to produce a real recovery programme for the sections of the A2 motorway under construction, sent on Thursday by GDDKiA (General Directorate for National Roads and Motorways) to the company COVEC, the Chinese consortium informed on Friday about the intention to abandon further construction.
Bids for the section 8 of the freeway S8 (interchange Róża - Wrocław): from the kilometre 183+350.00 to the kilometre 202+700.00 have been made by 11 companies, the amount allocated by the ordering party amounted to PLN 829.02 million. The investment is going to be realized in poviat łódzki wschodni and poviat pabianicki.
